refer you to sections 22, 73 (as amended by section 3 (o) of Ordinance lo. 2 of 1913) and 85 of Ordinance No. 23 of 1909 and to Section 38 (4) of Ordinance No. 31 of 1911.

I should be glad to have your decision on these proposals by telegraph as it is desirable that any necessary legislation in connection with the establishment of the Government Opium Monopoly should be passed as soon as possible.
